New "Caregiver's Guide to Rehabilitating the Neglected Horse" Now Availableunwanted

As many of us are aware, the plight of the neglected horse continues to worsen. As more horse owners step in to help, many are looking for guidance, as they have cared for horses but may not have experience with horses in a neglected state before. The American Horse Council in partnership with Nutrena, Intervet/ Schering-Plough Animal Health, and the American Farrier's Association have produced the Caregiver's Guide to Rehabilitating the Neglected Horse.

 

The brochure shows horse owners who have rescued a neglected horse how to properly bring that animal back to a healthy state, without overly stressing their already fragile state. Sections include proper feeding, proper vaccination and deworming practices, and hoof care. 

 

The Caregiver's Guide was introduced at the recent AAEP Convention, and received much welcome from the veterinarians in attendance. The printed copy contains a page with coupons for Nutrena and Intervet products, as well as a coupon for a new discounted individual membership with the AHC. Anyone wishing to obtain printed copies of this brochure can contact Ericka Caslin of the Unwanted Horse Coalition at ecaslin@horsecouncil.org or 202-209-4031.

Virginia Horses Bring in the Bucks

Leading 2009 Virginia Thoroughbred breeder is Edward Evans of Spring Hill Farm in Casanova. Evans had total race earnings of $4,536,061. Also, Evans bred leading earner Quality Road and half of the top ten Virginia bred earners.

 

In second place for breeder based on progeny earnings was Audley Farm with earnings of $1,917,476. Third place was Lazy Lane Farm with $661,081 and 4th place Virginia Tech Foundation with $649,252.

 

 

Bills before the 2010 Virginia General Assembly as of January 18 that are of interest to Virginia Horse Owners

 

The Virginia General Assembly session officially began on January 13. Presently there are 2,140 pieces of legislation introduced by legislators. There is one week left to introduce legislation and more bills are expected.

 

HB 140 (Pollard) - Cruelty to animals.  Narrows the exemption to animal cruelty penalties available to the owner of a dog or cat when his dog or cat is attacked on his property by a dog. Currently, that exemption allows the owner of the injured dog or cat to use all reasonable and necessary force against the attacking dog. The amendment clarifies that "attack" shall only be construed to mean an actual injury or death has occurred to an owner's dog or cat, and not the mere threat thereof.

 HB 281 (Albo) - Animal cruelty; penalty.
Increases penalties applicable to violations of animal cruelty laws. The penalty for a violation of the minimal standards of animal care is increased from a Class 4 to a Class 2 misdemeanor. The penalty for abandoning an animal is increased from a Class 3 to a Class 2 misdemeanor. The penalty for animal cruelty remains a Class 1 misdemeanor, but will require a mandatory minimum of five days in jail and a prohibition on the possession and ownership of companion animals. The civil penalty for failing to sterilize a dog or cat from a releasing agency will increase from $50 to $250.

 HB 884 (Athey) - Animal welfare laws; special deputies. Authorizes sheriffs and police chiefs to designate and utilize volunteer deputies for the enforcement of this chapter, all ordinances enacted pursuant to this chapter, and all laws for the protection of domestic animals.

 HB 1088 (Crockett-Stark) - Coyote control. 

Requires the Commissioner of Agriculture and Consumer Services to join in a cooperative agreement with the federal government to reestablish the Virginia Cooperative Coyote Damage Control Program to control coyotes that pose a danger to agricultural animals.

 HB 1145 (J.Scott) - Veterinarians; reporting suspected animal cruelty. Requires any veterinarian who, in his professional capacity, believes or has reason to believe that an animal has been subjected to animal cruelty to immediately report the matter to an animal control officer, law-enforcement officer, or representative of the State Veterinarian. This bill provides that any veterinarian who in good faith makes a report pursuant to this section shall not be liable for civil damages resulting from the report.

 

Ending Thoughts - Attitude

A "winning attitude" is a very powerful force. So powerful, in fact, that when your attitude is right, the "facts" don't matter. The "facts" are all the logical reasons why it would be impossible for you to reach your goal. Understanding that attitude is more important than facts was a huge "light bulb moment" for me.
